Again, it is emphasized that this Roman empire, and absorbed all the best from the previous empires. Babylon changed the course of the whole story. Rev 13:3 And I saw one of his heads as it were wounded to death; and his deadly wound was healed: and all the world wondered after the beast. There will be signs, but a super-resurrection. A banal resurrection, which Jesus did many times, but not as He resurrected! Rev 13:7 And it was given unto him to make war with the saints, and to overcome them: and power was given him over all kindreds, and tongues, and nations. Why is this power given to him? Therefore, why was he given authority over Job and Jesus. So that he sees his complete impotence and the glory of God.

That is, the beast did not come out of the royal family, but ours, from the people, the proletarian said from the working class. Rev 13:11 And I beheld another beast coming up out of the earth; and he had two horns like a lamb, and he spake as a dragon. Out of the earth - mundane, low-minded desires.The second beast is the world religious system. The system is known as the great Babylon or harlot.
The king can not have real power without a system of leadership.
