Magnet-links are opened by any popular torrent client (for example, uTorrent), that is, apparently nothing has changed - you do not even need another program. But the technology of information exchange is actually quite different.
First, the magnet link is not a file. So, there is no one to grab the hand and blame the spread of the actual torrents.(P2P — person to person)

Magnet is a string that passes data to the program automatically, without intermediaries in the form of torrent files. Secondly, the search for information sources (peers) is carried out through the so-called decentralized network (DHT).
If earlier the search went through a tracker, which in turn needed a server, now the tracker (and along with it and the server) is not required at all.
